Council Approves Grant Contracts

The Moulton City Council approved a couple of contracts at the June 10 meeting.

This is a contract for Urban Engineering and USCA Municipal Advisors,” City Administrator LuAnn Rogers said. “It is connected to the Texas Water Development Board grant applications that we submitted. It will be used for wastewater.”

The city also has received the official letter for the wastewater grant.

The council also approved a contract between the City of Moulton and the Moulton Independent School District for the purpose of providing a School Resource Officer services for the 2025-26 school year.

“The school pays the full salary of the officer, and we carry the health insurance and retirement,” Rogers said. “It’s split between both entities.”

The council also put up the Moulton Scout Hut building for bids a couple of months ago but did not receive any.

“The city itself will remove the building ourselves since we did not have any bids,” Rogers said.

The Moulton Police Report also showed that there was a total of 508 calls for service. A total of 11 traffic contacts were also made with three citations being issued and eight warnings written.

The MPD is also waiting on a final drawing from the architect for its new building. The building will be fully funded by donations, grants and fundraisers. Police Chief Daniel Beyer wanted to thank the Lone Star Bank for donating the land for the building.

The MPD also will be having an ALERT training at Moulton ISD. ALERT is an active shooter training, and it will be at the school on July 9 and 10.

“The training is being sponsored by Fayette County Sheriff’s Department, Constable David Beyer and the MPD,” Police Chief Daniel Beyer said. “We have had 15 officers sign up so far.”

The city is welcome to attend and be a part of it.

Other items on the agenda include:

• Council approved a $2,200 expenditure from the Hotel Tax Occupancy fund for the purpose of publishing the Moulton Newcomers Guide for 2025. This is the yearly magazine the city puts out promoting Moulton.

• Council approved the health insurance rates for the city employees. This is an annual item on the agenda.

• Council approved an Engagement Letter between the City of Moulton and Paul B. Holm and Company, PLLC for the purpose of performing the annual financial audit for the 2024-25 year.

• Council discussed the public work service orders.

• Council continued its ongoing discussion on park improvements. The city aims on improving the walking trails and putting in more handicapped accessible areas.
