Nov. 8, 2022 Lavaca County Voting Guide
Intro:
Across the State, Texans are preparing for a pivotal Nov. 8 General Election featuring federal, state and local races. Editorial staff at the Lavaca County newspapers compiled information to familiarize voters with the election process and candidates.
This online guide features questionnaire responses from several candidates that will appear on Lavaca County ballots next month.
Reporters sent questionnaires to all Democratic, Republican, Green and Libertarian Party candidates with a contact email on the Texas Secretary of State (SoS) website. Candidates that did not submit responses, did not list a contact email on the SoS website or were otherwise unavailable or unreachable for the questionnaire are listed with their names and party affiliation.
While the 2022 Lavaca County Voting Guide may serve as a starting point for some readers, voters are encouraged to conduct further research on candidates and current political issues.

Federal Offices:
U.S. Representative District 27
Congressman Michael Cloud
Republican Party (I)
Briefly summarize your experience and qualifications for this office.
In the few short years I’ve been in Congress, I’ve been on the forefront on fighting on these issues and have unquestionably one of the most conservative voting records in Congress.
I am a champion for the America First agenda, and I have proven that I have the strength of character to stand up to Washington corruption and the d to do the work of legislating toward to purpose of preserving our liberties — this beautiful American experiment of self-government — for future generations.
What inspired you to run for this office?
To continue the unfinished work of restoring the promise of America to the People. We are in the battle for the heart, soul, and future of our nation. We must have people in Congress who are willing to champion the America First agenda, have the strength of character to stand up to Washington corruption and the d to do the work of legislating toward to purpose of preserving our liberties — this beautiful American experiment of self-government — for future generations.
If elected (or re-elected), what are some of your primary goals for the coming term?
Continue to champion securing our border — I have called for cartels on the southern border to be labeled as terrorist organizations — and action to be taken against them as such. Will work to defund the Biden Administrations' efforts to aid and abed cartels in the trafficking of humans and drugs into our country.
Investigate the Biden Administration — I have already begun this work in earnest but in a Republican-led House would have new tools and authorities in my role on the Oversight Committee to define the scope of investigations, subpoena Biden administration testimony and bring accountability for the many unscrupulous…

Briefly summarize your experience and qualifications for this office.
I spent most of my career in television news. I began as a radio announcer in high school. During my studies at the University of Texas I became a TV reporter and news anchor. Later, I found my calling as a meteorologist. I have worked in Austin, San Antonio, Los Angeles. For 6 years I worked in communication for public school districts. My last 10 years, I was the TV meteorologist in Corpus Christi.
I believe my experience in communication, with all segments of the population, puts me in a good position to work with communities. I am a “people-person”...
What inspired you to run for this office?
I was always interested in politics. As a reporter, I covered the state capital, local and county government. As a journalist, I always made sure to develop stories that showed how government should be responsible to the people. As a meteorologist, I worked with many political entities during weather events. Now retired, I am able to use my media and communication experience to serve the people of District 27.
I am not a fan of the current political situation in Washington DC and Austin. I feel there is a definite attack against our democracy with the intent to remove everyone's…
If elected (or re-elected), what are some of your primary goals for the coming term?
My goals are to make the federal government responsive to the people that they serve and to make sure that our District benefits from all the taxes that people invest in the government. I want to make sure that we get federal investments into infrastructure to benefit our local economy and federal investments into the people to benefit from expanded healthcare, clean environment and affordable housing.
Our government should work to include everyone. I am not interested in “cultural wars”, I want to provide our citizens with a government that serves their needs.
In my travels, I have seen how…

Govenor
Mark Tippetts
Libertarian Party
Briefly summarize your experience and qualifications for this office.
I am bilingual and bi-cultural. I am an International Legal & Business Consultant for businesses and individuals that own property and/or do business in Mexico and Latin America. In 2017 I served on the city council in Lago Vista, Texas.
I have a background in law, business, project development, and project management.
What inspired you to run for this office?
Too often Democrats want to force you to spend your money a certain way and Republicans want to force you to behave a certain way. Government should protect our liberties, not take them away.
I am a Libertarian, and I am running for Governor because I want to secure Liberty for my children, for you, and for generations of Americans to come.
If elected (or re-elected), what are some of your primary goals for the coming term?
School Choice. Republicans and Gov. Abbott have controlled Texas for over 20 years but they have failed to implement school choice. They talk about it each year, but always fail to deliver even though they have been in control. I support a voucher or tax credit system so even low-income families can afford to send their children to private schools or home school.
It's time to Legalize Marijuana. Locking up people for marijuana possession and use has resulted in a diversion of law enforcement resources to victimless crimes and an exploding prison population.

Commissioner of Agriculture:
Sussan Hays
Democratic Party
Briefly summarize your experience and qualifications for this office.
I was raised around agriculture having grown up in Brownwood and now live outside of Alpine where my husband and I are experimenting with growing hemp and hops in a high-mountain microclimate. I’m an attorney with decades of experience with Texas government. I understand how to get things done in Austin. TDA needs a leader who can work with the Legislature to rebuild the agency and understand how to bring our federal tax dollars back to Texas. I’ll spend every day advocating for the ranchers, farmers, and people of Texas, regardless of who’s in power in Austin or Washington.
What inspired you to run for this office? I helped draft and pass the 2019 Hemp Bill where we purposely put in guardrails to stop Sid from jacking up fees on farmers to pay his buddies bigger salaries. He did it anyways, breaking the law, and his political consultant has now been indicted for defrauding people into believing they needed to pay him tens of thousands of dollars for hemp licenses which only cost 100 bucks. The potential of this office and all the lost opportunities for Texas agriculture motivated me to run for this office to do better by Texas by actually doing the job.
If elected (or re-elected), what are some of your primary goals for the coming term? First, clean up the corruption at TDA. Miller’s leadership is corrupt – I'll set an ethical example necessary to focus the agency on doing right by the people of Texas.
Sid Miller
Republican Party (I)
Briefly summarize your experience and qualifications for this office.
Eight years as Agriculture Commissioner; former Chairman, Texas House Committee on Agriculture; former Vocational Agriculture Teacher, professional lifetime as a Farmer, Rancher and Horse Breeder.
What inspired you to run for this office?
I believed there was a real need to have someone who has spent their entire professional career in agriculture service in this office, and a need to have a genuine Conservative serve in this position.
If elected (or re-elected), what are some of your primary goals for the coming term?
Pass the Right to Farm Act in Texas, limit the ability of foreign governments to purchase
or own farmland in the United States, strengthen and protect the border to focus on food
safety.
Land Commissioner:
Dr. Dawn Buckingham
Republican Party
Briefly summarize your experience and qualifications for this office.
I am currently serving as a Texas State Senator and before that I was on my kids’ local school board as a trustee. I am a mom, wife, surgeon, and small business owner who grew up between the Texas coast and Central Texas, and I have always been an avid outdoorswoman and steward of the land. I have the policy expertise, life experience, and passion for our beautiful state and its people to serve as Texas’ first female Land Commissioner.
What inspired you to run for this office?
For me, I stepped up to run because this office is far too important for Texas to entrust to someone with a radical agenda to fundamentally reshape Texas with the same failed policies that have destroyed states like California.
The Land Commissioner is the most important office that no one knows about, touching everything from our energy economy to public education to state monuments like the Alamo to disaster relief. The Land Commissioner meaningfully touches the lives of everyday Texans and that is exactly where I want to be—where I can do the most good for the most people.
If elected (or re-elected), what are some of your primary goals for the coming term?
I'm running for Texas Land Commissioner to improve the lives of all Texans and protect the Texas we know and love for future generations.
My priorities are unleashing Texas oil and natural gas production to combat inflation and drive down energy prices, protecting public education funding through the best management of state lands, protecting our communities from criminals, traffickers, and drugs like fentanyl that are flowing over our southern border, serving our veterans to the highest level possible, protecting our Alamo from any “woke revisionists,” and ensuring that no Texas family has to wait for help after a natural disaster.
Jay Kleberg
Democratic Party
Briefly summarize your experience and qualifications for this office.
I’ve spent my entire life working to protect and preserve this beautiful state. I served as the Associate Director of the Texas Parks and Wildlife Foundation, where my team led the largest land acquisition for conservation purposes in Texas history. Now, as the co-founder and managing director of Explore Ranches, I work to safeguard the beauty of Texas for future generations by helping landowners improve and protect natural resources on homesteads across the state. My extensive experience in land conservation and management, as well as my MBA, positions me well to lead the General Land Office.
What inspired you to run for this office?
For too long, the GLO has been run by leadership that is unwilling to work across the aisle and serve Texans. This office has been seen as a political stepping stone, which is a disservice to not just our coastal communities but to our schoolchildren, Veterans, and especially our energy sector that depends on the billions of dollars that will be invested over the next twenty years to protect the backbone of the Texas economy. I’m running for this office because under the correct leadership, it can be used as a force of good for all Texans.
If elected (or re-elected), what are some of your primary goals for the coming term?
If elected, I aim to adequately fund our Texas schools through the General Land Office’s contribution to the Permanent School Fund using an expansive energy approach that includes oil and gas as well as renewables, fortify our coast and other vulnerable areas to prepare for future natural disasters, and put human and financial resources to fulfilling this office’s responsibility to serve Texas Veterans.

Alfred Molison Jr. (G)
Railroad Commissioner:
Wayne Christian
Republican Party (I)
Briefly summarize your experience and qualifications for this office.
I have had five years of on-the-job training as a commissioner, with two terms serving as chairman of the commission. It is a rare honor for a commissioner to be elected by their peers twice in one term to serve as Chairman. In addition to my duties on the Commission, I was also appointed by Governor Abbott to serve as the Official Representative of Texas to the Interstate Oil and Gas Compact Commission (IOGCC). In this role, I work with my counterparts in other states to fight for state rights and have authored/passed resolutions against the Green New Deal…
What inspired you to run for this office?
To serve my fellow Texans and fight for energy policies that will lead to American Energy Independence.
If elected (or re-elected), what are some of your primary goals for the coming term?
My priority as Railroad Commissioner is to make certain that Texans have access to cheap, plentiful, and reliable energy both for today and in the future. To accomplish this, I will continue to fight for a consistent, predictable regulatory environment for Texas businesses, relying on sound-science to ensure our economy continues to grow while ensuring a safe and clean environment.
Jaime Andrés Díez
Libertarian Party
Briefly summarize your experience and qualifications for this office.
Of all the candidates, I am the only one with an engineering background. Besides that, it is time that we get some diversity of thought in elected office. With no ties to special interest. Now days there is a lot of talk about diversity, yet no talk about diversity of thought. We need to get new people into office, with different ideas, not just play tokenism with different ethnic groups. We also need more accountability, and particularly for politicians to stop finger-pointing at the opposition party for failing to deliver on their campaign promises.
What inspired you to run for this office?
Fact of the matter is that most politicians are representing only their donor class and are effective in doing so. Whenever constituents push back on not being heard or represented – they conveniently blame the opposition party. It’s time we said enough!
I am running for office because it’s time we start holding politicians accountable and this starts in the ballot box. As your candidate for Railroad Commission, my priority is to the people of Texas regardless of politics. I am running because Texans deserve another option.
If elected (or re-elected), what are some of your primary goals for the coming term?
1. Regulatory reform by adopting a culture of continuous reevaluation. 10% of all regulations should be reevaluated each year (starting with the oldest ones first) based on that regulation's objective regarding public good and efficacy. Regulations that do not achieve their intended result should be altered or removed.
2. Requiring operators have financial security equal to the actual cost of the decommissioning obligation of their well to stop these liabilities from being transferred to taxpayers.
3. Strengthening the refusal standards applicable to the serving Railroad Commissioners.
Also on the ballot:
Hunter Crow (G)
Luke Warford (D)
Comptroller of Public Accounts:
Glenn Hegar
Republican Party (I)
Briefly summarize your experience and qualifications for this office.
I have served as a member of both the Texas House and Texas Senate in addition to my service as Comptroller. In all those roles, my focus has always been providing Texans with the best possible government at the lowest possible cost and with the highest level of transparency. I hope that my record of steady leadership and my efforts to safely guide our state economy through the most challenging time in the recent history of Texas means that voters will allow me to continue my service to them and to our great state.
What inspired you to run for this office?
Whenever I have sought office, my family and I gather around the table to answer the same questions. Is this right for our family and can I be of service to the people of Texas? We did the same this year, as my wife of 23 years and my three teenagers decided to run for re-election. Texas’ rapid growth brings challenges to ensure that Texas is a land of economic opportunities. Our economic recovery is strong but remains uncertain. Inflationary spending and attacks on Texas' energy industry threaten our recovery, I am the best candidate to protect our fiscal future.
If elected (or re-elected), what are some of your primary goals for the coming term?
The Comptroller must always be focused on the Texas economy and we must safeguard the values that have made Texas the economic envy of the nation and a magnet for businesses and job creators. I also created the Texas Broadband Development Office to bring high-speed internet to every corner of our state. This will require a tremendous amount of effort and collaboration but the reward to Texans will be a massive boost to the economy, greater access to healthcare and increased educational opportunities. Finally, our strong recovery and revenues present the opportunity to lower the property tax burden on Texans.
Janet Tycelia Dudding, MBA, CPA
Democratic Party
Briefly summarize your experience and qualifications for this office.
I began my career investigating allegations that elected officials had embezzled taxpayer money or taken kickbacks. As a certified public accountant (CPA) with 35 years of state and local
governmental accounting, audit, administrative experience, I am running to be your Comptroller of Public Accounts, the state’s accountant.
What inspired you to run for this office?
Qualifications matter. Texas needs a watchdog and we’ve got ourselves a lapdog. I’ve spent my adult life in state and local government holding government accountable to people. We’ve got the 9th largest economy in the world, but rank below Mississippi in public education, public health and air and water quality. Our property taxes and utility bills have skyrocketed, yet our services are bottom of the barrel.
I am a hurricane survivor. Climate caused disasters are costing us a fortune. We need to listen to scientists and grow the economy in responding to this risk.
If elected (or re-elected), what are some of your primary goals for the coming term?
Expand Medicaid to provide almost 2 million adult Texans with comprehensive mental and physical health care coverage. This saves state revenue and property taxes.
Capitalize on the Biden Administrations’ infrastructure funding – this is our shot, let’s make the most of it. Partner with local governments and cooperatives to expand broadband in rural Texas.
Fix the dang grid and fix it smart, again leveraging Biden Administration money. Texas is #1 in oil and gas and we don’t want to give that up. We are poised to be #1 in energy innovation and grow the economy and good paying highly skilled jobs.
Also on the ballot:
V. Alonzo Echevarria-Garza (L)
Justice, Supreme Court Place 5:
Justice Rebeca Huddle
Republican Party (I)
Briefly summarize your experience and qualifications for this office.
I have been a Justice on the Texas Supreme Court since 2020, and I served as a Justice on the First Court of Appeals in Houston for nearly six years. In addition to judicial experience, the fifteen years I spent in private law practice prepared me well for the challenging work at the Supreme Court. As a partner of Baker Botts, L.L.P., I handled many different types of cases, including personal injury, contract disputes, and complex shareholder actions. I am an El Paso native, and I earned my law degree from the University of Texas School of law, with honors.
What inspired you to run for this office?
I became a judge to give back for the many blessings I have received. My mother was a legal immigrant and naturalized citizen with a fifth grade education. After my father died when I was five years old, I watched my mom work hard at a minimum-wage factory job for years. She never complained about the challenges of raising five children alone. Instead, she loved us and taught us that we were lucky to live in this country and state, where, with hard work, we could do anything. I entered public service to give back to the state I love.
If elected (or re-elected), what are some of your primary goals for the coming term?
The proper role of a judge is to NOT have an agenda, but rather to decide cases that come before the court according to the law, no matter whether the parties are big or small, rich or poor, and regardless of political beliefs. I will continue to work hard to write clear opinions that explain Texas law simply and precisely. Off the bench, I will continue engaging with young Texans, to teach about courts and encourage them to be engaged citizens who cherish their state, country, and freedoms and also discharge their civic duties to stay informed and vote.

Justice, Supreme Court Place 9:
Justice Evan Young, Texas Supreme Court
Republican Party (I)
Briefly summarize your experience and qualifications for this office.
I have been a Texas Supreme Court Justice since 2021. Before that, I was a U.S. Supreme Court law clerk (to Justice Scalia), a U.S. Department of Justice lawyer, a law professor, and a lawyer in private practice. I argued multiple cases in the U.S. Supreme Court and in appellate courts across America; my cases involved a broad variety of legal areas. I spent almost a year in Iraq, based at the U.S. Embassy in Baghdad, working on rule-of-law issues. The Texas Supreme Court is an appellate court and my experience is directly relevant to its…
What inspired you to run for this office?
My time as a law clerk to Justice Scalia and my time in Iraq made me want to serve in this role. I learned from Justice Scalia how essential it is for judges to understand their important but limited—not to make the law into what they want, but to honestly and fairly apply the law as written. I saw in Iraq how easy it is for a society to lose the blessing of the rule of law. I want to ensure that Texas remains strong and free; an independent judiciary is essential for our liberty and prosperity.
If elected (or re-elected), what are some of your primary goals for the coming term?
My main goal will be to resolve every single case according to the law—no exceptions. The Texas Supreme Court also is responsible for all the rules that govern the courts across the state, and I will invest significant energy in making our judiciary as efficient and fair as possible. Finally, I hope to meet as many Texans as possible during the six-year term of a Justice, because I think it is important for judges to interact with citizens and make sure that everyone knows as much as possible about their role in maintaining our system of government.
Also on the ballot:
Julia Maldonado (D)
State Representative, District 30:
Geanie W. Morrison
Republican Party (I)
Briefly summarize your experience and qualifications for this office.
Current HD 30 State Representative. First elected in 1999. For the 87th Legislative Session, Representative Morrison was appointed to serve on the House Committees on Redistricting, Appropriations, and Environmental Regulation.
What inspired you to run for this office?
As your State Representative, I have worked to create more good-paying jobs, lower property taxes, improve our schools, secure our border, protect the integrity of our elections and defend innocent life.
I was proud to lead the effort to secure $2 billion in funding Hurricane Harvey recovery and passed a package of bills to prepare Texas for future disasters better.
If elected (or re-elected), what are some of your primary goals for the coming term?
I will continue use every tool available to our state to secure our southern border. We must work to cut property taxes, so we are not priced out of our homes and businesses. I will ensure we have reasonable regulations that allow small businesses to grow and create jobs. Our kids deserve a world class education. We need to go back to the basics of learning with a sound curriculum, free of woke politics, that allows our dedicated teachers to do what they do best and not teach to a test.
State Senator, District 13:
Senator Lois W. Kolkhorst
Republican Party (I)
Briefly summarize your experience and qualifications for this office.
I am a six-generation Texan born and raised in the district, currently serving as your state senator. My proven record of results includes: fighting to secure our border, defending our private property rights, lowering healthcare costs, battling to lower property taxes and working with law enforcement to fight crime and stop the release of dangerous criminals.
What inspired you to run for this office?
The future of Texas is very important to me. I am a dedicated mother and small business owner with my husband. I am guided by my faith in God, my family and my love of our constitutional freedoms. America is off track, and it will take a strong Texas with our liberty, opportunity and affordable energy to lead the way.
If elected (or re-elected), what are some of your primary goals for the coming term?
My goals will be to keep our state budget spending low to battle inflation, lower property taxes, work to secure our border, fully fund our schools, defend family values and parental rights, create jobs and job training opportunities, and promote energy independence with reliable Texas oil and gas.
Josh Tutt
Democratic Party
Briefly summarize your experience and qualifications for this office.
My life experiences will help me serve as a Texas lawmaker. Working in Information Technology taught me how to solve complex problems by identifying the root cause. Serving as President of a local non-profit taught me how to organize for my community. Volunteering with a crisis hotline in college taught me how to truly listen. Being an Eagle Scout taught me a reverence for nature. Serving as an election worker helped me understand what our local counties’ election offices
really need. Being a cadet at Texas A&M University's Corps of Cadets taught me how to step into leadership when…
What inspired you to run for this office?
I decided to run for office when I woke up cold in my bed during the Texas Blackout of February 2021. My neighbors and I can be there for each other by sharing a warm place by the fire or by carrying water for each other when the well freezes. But we can’t keep the power on by ourselves. We need our state government to fulfill its basic duties and prepare for the future of our growing population. Our government officials often run for reelection unopposed, winning their elections for free, without accountability. I decided to do something about that.
If elected (or re-elected), what are some of your primary goals for the coming term?
The top concerns that I’ve heard about across our district are rural infrastructure, healthcare access, and public education. My goals are to address those concerns directly. We can expand Medicaid to bring our federal tax dollar back home to Texas to support our rural hospitals and mental health system. We can better support our local schools with better state funding to recruit and keep talented, qualified teachers. And we can keep our title as the energy capital of the world by investing in a broad portfolio of reliable energy resources and the infrastructure to support it.
State Board of Education, District 3:
Ken Morrow for State Board of Education District 3
Republican Party
Briefly summarize your experience and qualifications for this office.
Moving to Gonzales Texas in 2002, we were involved in starting Grace Christian Academy where I served as Director for 6 years. With four children, each of our kids had some exposure to private Christian education and then a transition to public education and on to college.
What inspired you to run for this office?
I have been involved in the Community serving on different boards as well as being actively involved in Faith Family Church with my family. I feel that I can add a common sense, pro-family, conservative voice to the State Board of Education. I do not believe in the left-leaning policies, sexualization of our children, and the hard-left indoctrination that is being pushed on our kids.
If elected (or re-elected), what are some of your primary goals for the coming term?
I will specifically work to make sure school districts only get funds if they buy books on the State Board of Education approved list, which also must meet State standards for education at each grade level.
- Pro-Parents rights and transparency
- "Boys are Boys" "Girls are Girls" --- Boys participate in Boys sports and use boy’s restrooms, girls participate in girls' sports and girls' restrooms/locker rooms.

I love the small town and small county atmosphere. My family has roots in this county that date back to 1836. I want to preserve our ranching heritage and that small-town way of life that we have come to enjoy. As a taxpayer and landowner, I want to make certain our local governments are prudently using our tax resources for the betterment of all citizens. I wanted to guarantee that the citizens of Pct. 2 were adequately and competently served by an attorney who understood their needs and was qualified to carry out the duties and responsibilities of the office of Justice of the Peace.
