City Attorney to resign; council discusses grant projects

The Moulton City Council discussed the resignation of City Attorney Eddie Escobar at the Nov. 12 meeting.
“The City Attorney, Eddie Escobar, has been elected to a county office in Gonzales County,” City Administrator LuAnn Rogers said. “The state comptroller says that Escobar can no longer work for us privately because he is now a State County elected official. It was just a discussion, and he was letting the council know that he will be resigning the position at the end of the year as he takes office in January.”
The council also accepted the retirement letter of EMC and Fire Marshal Maynard Wagner.
The council also approved two grant resolutions.
“The first grant is for the Texas Water Development Board and the other one is a Texas Community Development Block Grant,” Rogers said. “The grant for the Texas Water Development Board is a wastewater project. The second grant, we have not decided on a project for that yet. It can be anything from water, wastewater, streets, or drainage. We still have some time to decide the project, but that was just a resolution approving the city to move forward with the application. So, we are in the very beginning stages on that grant.”
The Moulton Police Report was given at the meeting, and it showed that there was a total of 30 traffic contacts that were made with nine citations being issued and 21 warnings for the month of October. A total of 1,117 calls for service were made as well.
It was also reported that Moulton Police Chief Daniel Beyer was appointed to the Gulf Bend Regional Directors Board to represent Lavaca County. He also attended a Lavaca County Law Enforcement Association meeting at the Lavaca County Courthouse.
The Student Resource Officer for the Moulton Independent School District also did a presentation to the students on vaping.
Other items on the agenda include:
• A field use agreement between the City of Moulton and the Moulton Little League for fiscal year 2024-25 was approved.
• The Moulton City Council continued its ongoing discussion about potential improvements for the park. Recently, it was reported that the Moulton Chamber of Commerce was interested in assisting with the park improvement project. The council is still currently looking for park improvement grants and are welcoming any vendors to donate for this endeavor. Council also aims to potentially improve the tennis court area and possibly turn that into a basketball court. They also want to look at improving access for handicapped individuals.
• Rogers also updated the council on entering into a contract with Personnel Services Staffing.
