The Moulton City Council has entered an interlocal agreement between the city and the Moulton City Cemetery Association, Inc. at the April 9 meeting.

"This is for the cemetery association and the only change we have in place for this concerns illegal dumping,” City Administrator LuAnn Rogers said. "The city already has an agreement to use the cemetery property for residents to burn their brushes."

“The city doesn’t have a specific ordinance on illegal dumping,” Rogers said. “So, with this agreement, illegal dumping will fall under state law. Illegal dumping involves the restriction of dumping household trash or furniture. We do have that from time to time where people may dump furniture. The only dumping allowed on this property is just strictly leaves or bushes. The city will come and pick that up.”

Any illegal dumping will be fully investigated and those who dump illegally will be prosecuted for said crime in the appropriate Court of jurisdiction.

The council also discussed applying for grant opportunities regarding park improvements. Council members are still researching Texas Parks and Wildlife grants and no action was taken on this.

“We’re in the beginning stages of this,” Rogers said. “The city is looking for different things including improving the tennis court area and potentially turning that into a basketball court. We’re also looking at improving access for handicapped individuals. Lighting and the walking trails could also be improved upon as well as adding some additional playground equipment.”

The city also scheduled a budget workshop on May 23 at 6 p.m. The budget must be approved by the end of September.

The Moulton Police Report detailed that there was a total of 462 service calls for March. A total of 76 traffic contacts were made with 20 citations issued and 56 warnings given.

Officers have located 26 junked vehicles and 16 of those have been removed or covered. Police are also giving courtesy phone calls to homeowners who have tall grass in their yard. Letters have also been handed out to those who have not taken care of this ordinance violation.

Officer Greg Proske has been accepted into the military and will be leaving the department in a couple of months.

The department also touched base with council on the vehicle thefts that have been occurring in Lavaca County. Two vehicles were reported stolen on April 1 near Moulton.
