Council amends RV ordinance

The Moulton City Council amended an ordinance from 2012 at the May 14 meeting.

This ordinance is in regards to RVs and people living in RVs.

“People living in RVs are prohibited in the City of Moulton,” City Administrator LuAnn Rogers said. “Council amended this to include a notification letter and a time period for such notifications. That was not in the original ordinance. Officials have added in the proper notification and (people) now have 30 days to vacate after the official notification.”

Council members also discussed water services on County Road 291.

“We discussed the issues on that and possible upgrades,” Rogers said. “Some of the issues are that there is very low water pressures in that area. We only have a few customers on that line and it’s the end of our line. There’s significant pressure issues there and we’re waiting on a contractor to give us some quotes on making changes to that.”

Rogers also asked Council to apply for the Electric Grid Formula grant. This was approved.

“This is for electrical works,” Rogers said. “There’s different things with the electric system that you can apply for within this grant. The main one I’m going to apply for is the trimming of trees throughout the city. This is a big one for us. If I’m awarded this grant, then pretty much all the trees within our electric system will be trimmed.”

This grant is a two to one match so the city will have to put in some money for that.

No action was taken on this item just yet.

The Moulton Police Department report showed that a total of 405 calls for service were made. 61 traffic contacts were made with 20 citations and 41 warnings being issued. MPD also purchased a 2015 Ford Explorer from Shiner PD for $8,500. Moulton ISD will be paying for the unit and all equipment needed. MISD has agreed to lease a $12,000 patrol car for three years. This is to ensure that the School Resource Officer has a vehicle on campus.

Other items on the agenda included:

• Council members congratulated the Moulton High School softball team for heading to regionals. They also congratulated Rogers for her 11th anniversary as City Secretary.

• Council members approved the canvassing of the 2024 special election. It was reported that there were 37 in person voters and 12 votes by mail. Rogers also administered the oath of office to incumbents Craig Hughes, Roberta Mejias, and Jenna Harris. Hughes was selected to serve again as Mayor Pro Tem while Mejias and Harris assumed places 4 and 5 respectively.

• The city approved an ordinance regarding the reauthorization of the local sales tax at the rate of one-half of one percent in the City of Moulton. This will provide revenue for maintenance and repair of municipal streets. This is one of the special items that voters approved in the special May election.

• City officials approved the Moulton Eagle as the official newspaper of the City of Moulton. This is done every year.

• Council members discussed Change Order No. 3 for the Texas General Land Office. No action was taken on this because it is not quite ready yet.

• Council members went into executive session to discuss an employee leave of absence for the Wastewater Operator. There was no action taken on this after the discussion.

• A contract to grant authority for Rogers to enter into an agreement with Kenneth Lockard for wastewater operating services was approved. This was approved because the city is short staffed on this.

• Rogers also asked for an additional employee for the Public Works department and council approved this. No hires have been made at this time.

• Council continued its ongoing discussion on applying for grant opportunities regarding park improvements. They are still researching Texas Parks and Wildlife grants. Council aims to potentially improve the tennis court area and possibly turn that into a basketball court. They also want to look at improving access for handicapped individuals. No action was taken on this item.
